The line in the HTTP header typically looks like this:
Content-Type: text/html; charset=iso-8859-1

Anyway what a totaly stupid explination how to add a doc type to your doc. This sure explains why we all ignore the w3.org where we can.
If I explain how to ride a bike, should I start with the full size history of bicicles? Then trow in a few bike designs and make you learn how their inventors are named and documented over time.
I think that would never get you going on the bike?
